The question every serious institutional investor, sovereign wealth fund, and development finance partner eventually asks about any continental architecture proposing to manage Africa’s mineral wealth, trade infrastructure, judicial systems, and monetary policy is not whether the vision is compelling. The question is who governs it, how they are held to account, what prevents the concentration of authority in the hands of any single individual, and what structure ensures that the institution outlasts its founder. This article answers those questions in full: the Board of Trustees, the Protector with its constitutional veto, the Advisory and Observer Board of Guardians, the sub-boards governing each operational company and special purpose vehicle, and the three Strata of global participation through which external partners enter the ASDT® ecosystem.
