The African Federation Treaty Framework©, authored by David Okiki Amayo Jr., mandates that the continent's aerospace infrastructure must, in time, operate under sovereign African authority. Article IX of the Framework establishes that continental mobility, including airspace governance, is a sovereign right and a prerequisite of federation.
