The Ndege Group, Africa’s Sovereign Development Trust®, is seeking proposals for a strategic joint venture to owner-operate diamond and cobalt mines in Haute-Katanga, DRC. The successful partner will be instrumental in establishing a new benchmark for ethical and transparent mining, working in direct partnership with local authorities and communities. A core component of this project is the integration of our proprietary OmniGaza blockchain platform to track all extracted resources from the mine to the final consumer via Ndege MarketPlace, ensuring complete traceability and accountability.
Scope of Work
The successful bidder will be responsible for the following key deliverables:
Joint Venture Management: The establishment and co-management of a joint venture entity with local authorities and key stakeholders, ensuring equitable ownership and governance.
Mining Operations: The comprehensive management of all mining operations, including resource extraction, processing, quality control, and export logistics.
Blockchain Integration: The full implementation and operation of the OmniGaza blockchain platform to record and track every stage of the supply chain in real-time.
Ethical & Safety Standards: Ensuring all operations adhere to the highest international standards for worker safety, environmental protection, and community engagement.
Local Capacity Building: The implementation of training and development programmes for local personnel, fostering long-term skills and economic self-sufficiency.
Eligibility Requirements

Pedigree
A minimum of 15 years of proven experience in the mining of diamonds and cobalt, with a strong track record of successful operations in politically sensitive regions such as central and West Africa.

Demonstrated Success
A strong portfolio of completed projects involving complex joint ventures with governments or local authorities, as well as the successful implementation of blockchain-based supply chain technology.

Operational Expertise
Proven experience in large-scale mining and processing, skilled in advanced mining technology, compliance adherence, mineral testing, and local and international logistics.

Fiscal Strength
Audited financial statements for the past five consecutive years, clearly demonstrating consistent financial stability and sufficient capacity to successfully undertake and manage a project of this intensity.

Ethical Governance
An impeccable compliance record with no major legal, regulatory, or ethical violations. Bidders must show commitment to social responsibility and governance aligned with the Trust's values.
Submission Requirements

A comprehensive and detailed profile of the bidding entity, encompassing its complete legal structure, ownership framework, and the identification of key personnel involved in its management and operations.

A comprehensive and well-structured proposal clearly outlining the bidder’s approach to each critical element of the Scope of Work, including a detailed and realistic project timeline, a thoroughly developed proposed methodology, and a robust plan for effective operational management throughout the project duration.

A comprehensive, detailed, and itemised budget for the entire project, encompassing all associated costs, expenditures, and financial outlays, along with thoroughly proposed financial models tailored specifically for the Public-Private Partnership (PPP).

Case studies and detailed references for at least three past projects of similar scope and complexity, demonstrating relevant experience and successful outcomes.

All relevant company registration documents, licenses, and a sworn statement of compliance with all Kenyan laws and regulations.
