The entire supply chain, from farm to fork, will be transparently managed on our OmniGaza blockchain platform, ensuring unparalleled traceability and authenticity. The Ndege Group, Africa’s Sovereign Development Trust®, is seeking proposals for a pre-negotiated merger and acquisition and operational partnership to acquire and manage a government abattoir in Namibia. The successful partner will be responsible for upgrading the facility to process and export a target of 100 MT of super-premium Brahman and Santa beef per week from Southern Africa. This project will complement our existing operations in East Africa, aiming for a total capacity of 150 MT from our facility in Kenya. All products must be Halal certified, processed on state-of-the-art auto-rotating machines, and exported within 12 hours of slaughter to meet international market demand. The entire supply chain will be managed on our proprietary OmniGaza blockchain platform to ensure complete traceability and transparency for our customers.
Scope of Work
The successful bidder will be responsible for the following key deliverables:
Merger and Acquisition Management: Overseeing the successful acquisition of the government abattoir in Namibia, including due diligence, legal and financial coordination, and all necessary regulatory approvals.
Facility Modernisation: Upgrading the abattoir with new processing equipment, specifically auto-rotating slaughter machines, to meet international standards for efficiency, hygiene, and Halal certification.
Operational Management: The comprehensive management of all abattoir operations, from livestock intake and processing to quality control, packaging, and cold-chain logistics.
Supply Chain Integration: The implementation of a robust supply chain to source Brahman and Santa beef from Southern Africa and manage the rapid export of finished products.
Blockchain Integration: Integrating all production, processing, and logistics data onto the OmniGaza blockchain platform to ensure real-time traceability and transparency.
Certification and Compliance: Ensuring all operations are fully compliant with Halal certification standards and all relevant local and international food safety regulations.
Eligibility Requirements

Pedigree
A minimum of 10 years of demonstrated and proven experience in the beef processing industry, including abattoir management as well as the European & Middle Eastern food export sectors.

Demonstrated Success
A strong portfolio of completed projects involving mergers and acquisitions in the agricultural sector, as well as the successful management of large-scale meat processing facilities in either Africa or Europe.

Operational Expertise
Demonstrated extensive experience with Halal certification processes, efficient cold-chain logistics management, and the successful implementation of advanced automated processing technology.

Fiscal Strength
Audited financial statements for the past five consecutive years, clearly demonstrating consistent financial stability and sufficient capacity to successfully undertake and manage a project of this specialisation.

Ethical Governance
An impeccable compliance record with no major legal, regulatory, or ethical violations. Bidders must show commitment to social responsibility and governance aligned with the Trust's values.
Submission Requirements

A comprehensive and detailed profile of the bidding entity, encompassing its complete legal structure, ownership framework, and the identification of key personnel involved in its management and operations.

A comprehensive and well-structured proposal clearly outlining the bidder’s approach to each critical element of the Scope of Work, including a detailed and realistic project timeline, a thoroughly developed proposed methodology, and a robust plan for effective operational management throughout the project duration.

A comprehensive, detailed, and itemised budget for the entire project, encompassing all associated costs, expenditures, and financial outlays, along with thoroughly proposed financial models tailored specifically for the Public-Private Partnership (PPP).

Case studies and detailed references for at least three past projects of similar scope and complexity, demonstrating relevant experience and successful outcomes.

All relevant company registration documents, licenses, and a sworn statement of compliance with all Kenyan laws and regulations.
