  • The Ndege Group, Africa’s Sovereign Development Trust®, is seeking proposals from qualified entities for strategic public-private partnerships to acquire, redevelop, rebrand, and operate a continental network of landmark multifunctional arenas. This is a unique opportunity for private firms to secure naming rights to premier regional assets whilst contributing to transformative urban development projects across Africa. The scope of work includes asset acquisition, comprehensive renovation and upgrade of existing facilities, greenfield construction where warranted, integration of shopping promenades, development of world-class public aquariums and additional sports facilities, in addition to office suites for The Trust’s regional headquarters. This initiative is a cornerstone of our commitment to catalysing sustainable economic growth and urban regeneration across the continent.​​​​​​​​​​​​​​​​

Scope of Work

The successful bidder will be responsible for the following key deliverables:

  • Asset Acquisition & Transformation: Identification, valuation, acquisition, and comprehensive redevelopment of existing arenas, stadiums, and cultural facilities across Africa requiring capital investment and operational restructuring.

  • Naming Rights & Rebranding: Securing exclusive long-term naming rights for acquired facilities and managing rebranding processes that honour local heritage whilst integrating assets into the Ndege Arenas Network identity.

  • Arena Upgrades & New Construction: Enhancement and modernisation of acquired venues to international standards (structural improvements, seating upgrades, state-of-the-art sound, lighting, crowd-control and security systems) alongside greenfield development of purpose-built facilities where acquisition opportunities prove limited.

  • Retail Development: Design, construction, and management of modern shopping promenades integrated seamlessly with each arena facility, creating mixed-use revenue streams and community gathering spaces.

  • Public Aquariums: Design and construction of world-class public aquariums showcasing African marine and freshwater biodiversity, incorporating innovative exhibition spaces and educational programming infrastructure.

  • Sports Facilities: Development of auxiliary sports infrastructure (training pitches, courts, athletic facilities) complementing primary arena functions and supporting professional team operations.

  • Administrative Headquarters: Interior fit-out and finalisation of office suites within network facilities serving as regional coordination centres and The Ndege Foundation’s operational hubs (initial requirement: 500sqm flagship suite).

  • Comprehensive Management: Full operational control encompassing facility management, event coordination, cultural programming, commercial leasing, community engagement, and financial performance optimisation across all network assets.

Eligibility Requirements

  • Pre qualification Criteria 1: Pedigree

    Pedigree

    Minimum 10 years of extensive proven experience in development, strategic planning, effective management, and efficient operations of large-scale sports and entertainment venues. Experience with asset acquisition, turnaround operations, and portfolio management considered highly advantageous.

  • Pre qualification Criteria 2: Demonstrated Success

    Demonstrated Success

    Strong and diverse portfolio showcasing successfully completed projects involving complex multifaceted public-private partnerships across entertainment and sports sectors. Evidence of facility acquisition, rebranding, and operational transformation projects strengthens candidacy.

  • Pre qualification Criteria 3: Operational Expertise

    Operational Expertise

    Experienced in managing commercial and retail properties across multiple locations, ensuring smooth operations, satisfied tenants, and stable finances through strategic planning, lease management, asset improvement, and stakeholder collaboration. Multi-site portfolio management capability essential.

  • Pre qualification Criteria 4: Fiscal Strength

    Fiscal Strength

    Audited financial reports from the past five consecutive years clearly demonstrating consistent financial strength and proven ability to successfully manage and execute projects of this scale and geographic distribution. Experience with REIT structures or property portfolio investment advantageous.

  • Pre qualification Criteria 5: Ethical Governance

    Ethical Governance

    Impeccable compliance record with no major legal, regulatory, or ethical violations. Bidders must demonstrate commitment to social responsibility and governance aligned with The Trust’s values across all operational territories.

Submission Requirements

  • Comprehensive and detailed profile of the bidding entity, encompassing complete legal structure, ownership framework, and identification of key personnel involved in management and operations. Include geographic footprint and experience operating across multiple African territories.

  • Strategic approach to network development including acquisition criteria, facility selection methodology, phased rollout timeline, operational integration plans, and cultural programming frameworks.

  • Detailed investment structure, revenue projections across network facilities, capital allocation strategies, and projected returns across the portfolio lifecycle.

  • Documented evidence of comparable projects, emphasising multi-site management, facility acquisition and transformation, public-private partnerships, and sustainable operations at scale.

  • Complete regulatory compliance records, corporate governance frameworks, and legal standing documentation across relevant jurisdictions.

Africa's Sovereign Development Trust® operates under a continuous investment review framework and does not adhere to a traditional, fixed tender timeline. The entire process has been superseded by a rolling assessment programme, meaning Expressions of Interest (EOI) are accepted and evaluated on an ongoing basis to ensure optimal institutional fit and deep alignment with the Trust's long-term co-development objectives.
