This aerodrome will also serve a critical role as the operational command hub for the United African Defence Force, uniting commerce and security under one strategic roof.

The Ndege Group, Africa’s Sovereign Development Trust®, is seeking proposals from qualified entities for a strategic public-private partnership (PPP) to design, build, and operate the Ndege Aerodrome. This ambitious project will establish a world-class airport facility that serves as both a cutting-edge cargo and VIP transit hub and the primary operational command centre for the United African Defence Force (UADF). The successful bidder will be instrumental in developing an asset that is vital to the continent’s economic and defence future.
Scope of Work
The successful bidder will be responsible for the following key deliverables:
Airport Development: The comprehensive design and construction of a new international airport facility, including one 5,000 meter runway, taxiways, control tower, and hangars.
Dual-Purpose Terminals: The development of two distinct terminals: a modern, efficient 20,000 square-meter cargo terminal for export and import, and a secure, exclusive, 3,000 square-meter VIP terminal for diplomatic and UHNWI transit.
UADF Command Center: The design and construction of a dedicated, state-of-the-art operational command hub for the United African Defence Force, including secure offices, flight monitoring, communications facilities, and accommodation.
Logistics & Security Systems: The implementation of advanced logistics, security, and surveillance systems to manage cargo operations and ensure the safety of all personnel and assets.
Ancillary Facilities: The construction of supporting infrastructure, including fuel depots, maintenance facilities, and staff quarters.
Eligibility Requirements

Pedigree
A minimum of 15 years of proven and demonstrable experience in the design, planning, and construction of international airports or other comparable large-scale aviation infrastructure projects.

Demonstrated Success
A strong portfolio of completed projects involving complex public-private partnerships, particularly those with a focus on both commercial and military/security applications.

Operational Expertise
Demonstrated extensive experience in the successful management of ammunitions, complex airport operations, including the coordination of precious cargo logistics, as well as the provision of high-quality VIP services.

Fiscal Strength
Audited financial statements for the past five consecutive years, clearly demonstrating consistent financial stability and sufficient capacity to successfully undertake and manage a project of this significant magnitude.

Ethical Governance
An impeccable compliance record with no major legal, regulatory, or ethical violations. Bidders must show commitment to social responsibility and governance aligned with the Trust's values.
Submission Requirements

A comprehensive and detailed profile of the bidding entity, encompassing its complete legal structure, ownership framework, and the identification of key personnel involved in its management and operations.

A comprehensive and well-structured proposal clearly outlining the bidder’s approach to each critical element of the Scope of Work, including a detailed and realistic project timeline, a thoroughly developed proposed methodology, and a robust plan for effective operational management throughout the project duration.

A comprehensive, detailed, and itemised budget for the entire project, encompassing all associated costs, expenditures, and financial outlays, along with thoroughly proposed financial models tailored specifically for the Public-Private Partnership (PPP).

Case studies and detailed references for at least three past projects of similar scope and complexity, demonstrating relevant experience and successful outcomes.

All relevant company registration documents, licenses, and a sworn statement of compliance with all Kenyan laws and regulations.
