The Ndege Group, Africa’s Sovereign Development Trust®, is seeking proposals from qualified entities for a strategic public-private partnership (PPP) to redevelop and operate a landmark multi-purpose arena in Nairobi, Kenya. This is a unique opportunity for a private firm to acquire the naming rights to a premier regional asset whilst contributing to a transformative urban development project. The scope of work includes the comprehensive renovation and upgrade of the existing arena, the integration of a new shopping promenade, the development of East & Central Africa’s premier public aquarium and additional sports facilities, in addition to a 500sqm office suite for the trust's headquarters. This project is a cornerstone of our commitment to catalysing sustainable economic growth and urban regeneration in the region.
Scope of Work
The successful bidder will be responsible for the following key deliverables:
Privatisation and Naming Rights: The acquisition of exclusive long-term naming rights for the facility.
Arena Upgrades: The enhancement and modernisation of an existing arena to international standards, including structural improvements, seating upgrades, and the installation of state-of-the-art sound, lighting, crowd-control and security systems.
Retail Development: The design, construction, and management of a modern shopping promenade integrated seamlessly with the arena.
Public Aquarium: The design and construction of a world-class public aquarium, incorporating innovative and sustainable exhibition spaces.
Sports Facilities: The development of additional auxiliary sports facilities, such as training pitches or courts, to complement the main football arena.
Headquarters Suite: The interior fit-out and finalisation of a 500sqm office suite to serve as the official headquarters for The Ndege Group.
Eligibility Requirements

Pedigree
A minimum of 10 years of extensive and proven experience in the development, strategic planning, effective management and efficient operations of large-scale sports and entertainment venues.

Demonstrated Success
A strong and diverse portfolio showcasing a wide range of successfully completed projects that involve complex and multifaceted public-private partnerships across the entertainment and sports sectors.

Operational Expertise
Experienced in managing commercial and retail properties, ensuring smooth operations, satisfied tenants, and stable finances through planning, lease management, asset improvement, and stakeholder collaboration.

Fiscal Strength
Audited financial reports from the past five consecutive years clearly demonstrating consistent financial strength and the proven ability to successfully manage and execute a project of this particular size and nature.

Ethical Governance
An impeccable compliance record with no major legal, regulatory, or ethical violations. Bidders must show commitment to social responsibility and governance aligned with the Trust's values.
Submission Requirements

A comprehensive and detailed profile of the bidding entity, encompassing its complete legal structure, ownership framework, and the identification of key personnel involved in its management and operations.

A comprehensive and well-structured proposal clearly outlining the bidder’s approach to each critical element of the Scope of Work, including a detailed and realistic project timeline, a thoroughly developed proposed methodology, and a robust plan for effective operational management throughout the project duration.

A comprehensive, detailed, and itemised budget for the entire project, encompassing all associated costs, expenditures, and financial outlays, along with thoroughly proposed financial models tailored specifically for the Public-Private Partnership (PPP).

Case studies and detailed references for at least three past projects of similar scope and complexity, demonstrating relevant experience and successful outcomes.

All relevant company registration documents, licenses, and a sworn statement of compliance with all Kenyan laws and regulations.
Africa's Sovereign Development Trust® operates under a continuous investment review framework and does not adhere to a traditional, fixed tender timeline. The entire process has been superseded by a rolling assessment programme, meaning Expressions of Interest (EOI) are accepted and evaluated on an ongoing basis to ensure optimal institutional fit and deep alignment with the Trust's long-term co-development objectives.
